The settings.zip contains files that need to go into the folder …/saved_games/(Bull League.lg)/settings/ in your OOTP game data install. This is usually in the Documents folder of your PC. They should be in that folder (you may need to create the folder before unZIPing) before you download the league file (bbl.zip).
